India-China-India Face-off Ends: How Things Have Changed
As for the current intrusion, all these war-like noises in the Indian media are good. It sends a good message

ight at the onset, the Chinese military contingent pitching tents at Daulat Beg Oldie in Ladakh was a gesture. It was, of course, very clear that India of 2013 was not the India of 1962, when facing China. The small Chinese contingent was making a symbolic gesture – and India was responding to that gesture.
The reasons are clear. Though not to everyone.
China has significant numerical superiority – but technically and qualitatively, India can hold off and beat any kind of Chinese adventurism.
The Great Indian Defeat of 1962
India’s qualitative superiority was also probably true even in 1962.
Keeping in mind that the Indian soldiers of ’62 had been all over the world during WWII. Unlike China. Except the peculiar situations of the 1962 hides this aspect.
What 99.9% of the commentariat on the 1962 War with China forget is that the Chinese used the cover of the Cuban Missile Crisis.
The Cuban Missile Crisis was when the world came closest to a nuclear war – according to some. While the world’s attention was locked onto Khruschev-Kennedy confrontation over Soviet nuclear missiles stationed in Cuba, China played mischief.
From 1959, to 1962, border skirmishes with China and ‘friendly’ talks were the norm.
Three contentious years later, Chinese forces launched a surprise invasion on October 20; the same day the Kennedy administration decided to enact a blockade of Cuba to keep Soviet missiles out of the Western Hemisphere.
Only days after Chinese forces crossed the Himalayas, President John Kennedy wrote to Indian Prime Minister Jawaharlal Nehru asking “what [America] can do to translate our support into terms that are practically most useful to you as soon as possible.”
To this offer of help, Nehru wrote two letters to Kennedy. Detailing what help US could extend.
W. Averell Harriman, Assistant Secretary of State for Far Eastern Affairs, and Duncan Sandys, British Secretary of State for Commonwealth Relations, led a small group of diplomatic and military experts to India on November 22. While the experts assessed India’s military needs, Harriman, Sandys, and Galbraith discussed the implications of the border war with Nehru. Harriman and Sandys made clear their governments’ willingness to provide military assistance to India but pointed out the related need for negotiations to resolve the Kashmir dispute. In a private meeting with Nehru, Harriman stated that unless tensions over Kashmir eased, the United States could not continue to provide military assistance to both parties to the conflict. Nehru reluctantly agreed to negotiations but warned that in the wake of the humiliation suffered by India at the hands of China, Indian public opinion would not stand for significant concessions to Pakistan over Kashmir. Indian proposals to the US for help in armaments were met with talks, delays, and inaction. A drip of US military aid started, well after the war was over and continued till 1965 war with Pakistan.
Under the cover of the Cuban Missile crisis, the Chinese gave India a resounding slap in the middle of still-friendly talks.
SECOND -Before Indians could retaliate, the Chinese had withdrawn and were talking peace. The world, in an extremely stressful situation, pressured India to accept Chinese peace overtures.
After slapping us Chinese ‘talked’ peace profusely – before we could slap them back. And in the middle of the Cuban crisis, the world was afraid that this border conflict could draw in opposing allies and deteriorate into a wider conflict.
THREE – According to modern Chinese analysts, like Wang Jisi, in 1962, Mao was struggling to retain his hold on the party. He alone took this decision to send those soldiers to give a quick slap and run back to the Chinese side of the border.
Mao – Not 10 ft. Tall
Wang Jisi’s understanding of Chinese motivations, goes on to cover how Mao
lost control of number of practical issues. So he wanted to testify and show he was still in power, especially of the military. So he called the commander in Tibet and asked Zhang are you confident you can win the war with India?” Wang said.
The name Zhang referred to Zhang Guohua, the then PLA commander of the Tibet Regiment.
“The Commander said, ‘Yes Mao, we can easily win the war’. Mao said ‘go ahead and do that’. The purpose was to show that he was personally in control of the military. So it had little to do with territorial dispute, (may be) something to do with Tibet but not necessarily,” according to Wang, who was also associated with the Institute of International Strategic Studies of Party School of the CPC.
The strategist believes that most of the wars fought under the CPC leadership had strong links with domestic crises.
“Everything China did in the border war with Soviet Union was triggered by domestic crisis in 1969″ and so was 1979 war with Vietnam which was launched partly because Mao’s successor Deng Xiaoping wanted to emerge as top leader, he said.
Asked whether he was convinced that domestic issues, more than territorial ambitions, prompted Mao to launch the war against India, Wang said “Yes yes I buy that theory because I looked at other episodes of history.
“The general conclusion is that (India-China) border war was neither based on real interest in getting territory nor solving territorial dispute.”
Asserting that China did not gain much out of the war, Wang said he was told by a top Chinese diplomat who served in India that the “war was totally unnecessary”.

How Now …
Unlike the 1962 situation and China’s use of the: –
- Cuban Missile crisis as a cover
- While planting a resounding slap
- Immediately offering a hand of friendship
was classic Chinese.
Today’s India’s airforce with Su-30MKI air dominance aircraft, Brahmos missiles, aircraft carriers have no Chinese equivalents.
China depends:
- On Russia for vital engines for its aircraft.
- On it unreliable domestic armaments industry.
- It is also on an international blacklist for arms supply.
India, too is dependent on imports. But, look at India’s track record.
At the height of the Kargil war, India was able to muster the French and Israelis to make emergency modifications to Mirage aircraft. These modifications helped IAF to fire laser-guided bombs that smoked out the Pakistani soldiers from camouflaged caves in the Himalayas.
China & War
China has no such options.China’s track record in war scenarios has been patchy.
In Korean and Vietnam Wars the Chinese support and intervention had no effect. China’s invasion of Vietnam in 1979 was a failure. Its’ attack on India in 1962 was under the cover of international crisis. China’s was badly brutalized at the hands of the Soviets in the 1969 War with Soviets.
Keeping this in mind, China will be mindful of an open attack.
Peaceful India?
India on the other hand has a successful record against the US-Pakistan War against India in 1965.
Similarly, staring down the US 7th Fleet while attacking Pakistan on two front, or turning tables in Kargil.
In the all the three wars of 1965, 1971 and the Kargil War, China was kept out of the war, with only lip sympathy to Pakistan.
Gentlemen … Applause
But while all this was happening what do some Brown American do?
Here is what Sadanand Dhume was doing.
Other Brown Americans do it differently.
Another will ‘shield’ Hinduism, while attacking India’s economic achievements and future (auto, software industries, for instance.). Another will scorn Indian education challenges with a dubious US public school model.
These Brown Americans are no less than the more famous stone-pelters from Lal-Chowk in Srinagar. All that they want to do, is throw stones at something Indian.
NEW DELHI: The 20-day military standoff with China at an altitude of 16,300-feet in Ladakh has ended. After furious activity over diplomatic channels, coupled with two flag meetings on Saturday and Sunday afternoon, the Chinese troops retreated from the Depsang Bulge area to their bases on Sunday evening.
The resolution of the troop face-off came even as preparations were in full swing for foreign minister Salman Khurshid’s visit to Beijing on May 9 despite a growing political clamour to cancel the trip. Now, the visit will go ahead as scheduled, in preparation for the May 20 visit to India by Chinese premier Li Keqiang.
There was no immediate word on the conditions decided for the mutual withdrawal of the troops, confronting each other on the heights since April 15. The earlier refusal by the Chinese to withdraw its soldiers from northern Ladakh, where they had pitched tents 19 km inside Indian territory, has created a national security scare in India.

The War on Drugs – A 2ndlook
On one side the government promotes drug use - and on the other wages a 'war' on drugs. Click for larger image.
The drug surge
With 2 crore (20 million) drug users in the USA, prisons overflowing with more than 20 lakh (2 million) prisoners, the American policy establishment is stuck for answers.
In the past 40 years, the U.S. government has spent over $2.5 trillion dollars fighting the War on Drugs. Despite the ad campaigns, increased incarceration rates and a crackdown on smuggling, the number of illicit drug users in America has risen over the years and now sits at 19.9 million Americans. In modern times
The 2 crore (20 million) figure is more than 16% of the working-age, labour population of the USA – which stands at 16 crores (160 million). The use of opium, heroin, morphine by armies created a core group of addicts, from where opium addiction increased. Used extensively during the Civil War, by 1900, the US had more than a 10 lakh (1 million addicts) – compared to nearly 2 crore (20 million) narcotic-users now.
The current wave of drug usage possibly started after the Vietnam War. It is estimated that as many as 40% of US soldiers, in Vietnam, were heroin users.
Although the U.S. government has battled drugs for decades — President Eisenhower assembled a 5-member Cabinet committee to “stamp out narcotic addiction” in 1954 — the term “War on Drugs” was not widely used until President Nixon created the Drug Enforcement Administration (DEA) in 1973 to announce “an all-out global war on the drug menace.” (via The War on Drugs).
Earlier, in the 19th century, the Opium trade with China siphoned out vast amounts of silver, under the logic of ‘free trade’, giving rise to some of the biggest Western fortunes (of the Roosevelts, for instance). Or the remarkable story of David Sassoon.

The Sassoon opium saga
A Jewish trader, David Sassoon originally Daud ibn Sassoon, was born in Baghdad 1792 and died in Pune, 1864. The Jewish synagogue in Pune, Lal Deval, was set by up the Sassoon family; the Sassoon Library in Mumbai also, and above all the huge Sassoon Docks, from which their ships carried China’s destruction – opium from India.
Son of Sheikh Saleh ben Sassoon (1750–1830), David Sassoon came to Mumbai in 1832, after his father’s death in Bushehr, in modern Iran. His father, a rich Jew, well connected to the Ottomans rulers, chose Sassoon as the family name. This choice was possibly linked to the Persian royal origin, Sassan, grandfather of Ardashir-I, founder of the Persian-Zoroastrian Sassanian dynasty. Interestingly, Sason in Hebrew means joy, similar to the ancient Sumerian word for opium, hul gil.
David shifted from Baghdad-to-Persia-to-Bombay, after the Sassoon family fell out of favour with some powerful business interests in Baghdad. Meanwhile, the British branch of Sassoons cultivated the rising power – British royalty. Ferdinand Sassoon, Arthur and Philip Sassoon, hosted Prince Edwards, the future king and also Queen Victoria. Reuben Sassoon (1835-1905), part of the British branch of Sassoons, was especially close to the future king of England, Edward – to become ‘perhaps the Prince of Wales’s closest friend’. Not only British royalty, even big-name families in the USA, like
Franklin D. Roosevelt’s fortune was inherited from his maternal grandfather Warren Delano. In 1830 he was a senior partner of Russell & Company whose merchant fleet carried Sassoon’s opium to China.

British opium trading companies like Jardine Matheson, David Sassoon & Company and sundry traders set up The Hong Kong & Shanghai Banking Corporation for facilitating this misery.
Karl Marx’s commentary on the opium trade, written some 150 years ago, makes interesting reading even today. Much loved by the capitalists of his time, Karl Marx analyzed opium trade well.
What’s common in the Golden Crescent & the Golden Triangle
After WWII, traditional opium supplies from (Greater) China, by Government granted opium monopolies of Yugoslavia and Italy, were replaced by Iran, India, Pakistan, Afghanistan and Mexico. It was the Golden Triangle and the Golden Crescent which dominated opium supplies from 1960s, after the start of Vietnam War.
For some time during the Vietnam War, the French intelligence also used drug money to funds its own operation. Like its British and American counterparts, French Government identified its intelligence agencies to manage drug trade.
After abolition of the French Indochina opium monopoly in 1950, SDECE imposed centralized, covert controls over the illicit drug traffic that linked the Hmong poppy fields of Laos with the opium dens operating in Saigon. This generated profits that funded French covert operations in their Vietnam war.
With the advent of the Fifth Republic, and through 1962, the SDECE was used as a strategic intelligence service by the prime minister Michel Debre, and was particularly efficient in the struggle against the rebellion in Algeria. Drug flows from these new supply sources coincided with America’s Asian Wars in Cambodia, Thailand, Laos, Vietnam, Korea, etc. These wars were justified under Eisenhower’s Domino Theory – which made Communism an enemy ‘under-your-bed’. The subject of much research, many Hollywood films and significant evidence confirm that American armed forces and the CIA were behind drugs import into USA. The so-called Phoenix operation was run by CIA with some 200 Green Berets – whose major activity apart from killings, assassinations and torture, was narcotics.
Some 75 years later Jardine Matheson-David Sassoon’s bank for opium, CIA too set up banks in the Bahamas, like the Mercantile Bank and Trust and Castle Bank and Nugan Hand Bank (incorporated in Cayman Islands and operating from Australia) to handle heroin trade out of the Golden triangle.
While the Oil and Terror linkage is much talked about, the role of Saudi Arabian funding much discussed, the global footprint of the drug trade is overlooked. As controls on gold sparked a global crime wave, the war on drugs is sparking another crime wave – a wave of terror. When the West wanted they imposed Opium Trade in the name of open markets. When the West wanted they declared a war on drugs.
Either way, someone else is paying.
The world pays for the US war on drugs!
The Indian enigma
Some things strike me as interesting: –
- All the major drugs in the world came from India – opium is afeem, khus-khus, पोस्त; cannabis is charas, ganja, marijuana, hashish. Heroin is a derivative of opium.
- The Sanskrit word for opium is अहिफेनः, अहिफेनम् ahi-fenam – which also means venom. The Arabic word afeem, Chinese word ya-pien, come from this. Though modern history believes that Arabs introduced opium to India, it seems improbable.
- Most of the world’s drug production (based on opium and cannabis) still happens in India and neighbouring countries – Pakistan, Afghanistan, Iran, Burma, Thailand, Cambodia. In recent times, Indian gold smuggling was funded by carriage and export of drugs.
- Why has drugs never become a big problem in India. Even, as Indians are significant producers, Indians themselves are not high on consumption lists – or have significantly profited from it.
- Unlike in China, or in Medieval Middle East (when drug crazed criminals called hashishis became assassins). Or the West in the last 100 years.
- Till the 80′s, these substances were available in India, through ‘licensed’ outlets.
Nail them, jail them
The police actions against drug cartels have given little benefit. The heavy-handed legal approach of criminalizing possession of drugs too has yielded no results either.

Director of National Intelligence Dennis Blair declare(d) last week that the Mexican government had lost control of its own territory. President Felipe Calderón responded by pointing out that his nation shared a border with “the biggest consumer of drugs in the world and the largest supplier of weapons in the world.” (via The War on Drugs).
Gold and drugs .. and India
The world pays for the US war on drugs!
A major effect of US restrictions on gold ownership, sparked a global crime wave – in which drugs played a major part. The opening of the gold trade across the world during 1973-1993 (especially in India) damped down the power of the Indian Underworld. The other leg on which the Indian underworld stands, is drug trade.

The first effect of restrictions on gold imports in India was on prices. Indian gold prices, on an average, were 30%-40% higher than international prices. The other thing that happened was that gold imports went underground. Gold imports (illegal), called smuggling, spawned the biggest criminals that India has seen.
The common threads in this were, of course, America, drugs, underworld, war, corruption, warlords – but what made all this possible was Indian appetite for gold.
All this was made possible by the Indian hawala system of money exchange. Hawala made money transfers safe, instantaneous, at a low-cost. Traditional Indian ships from a thousand ports in Goa, Maharashtra and Gujarat sailed with this contraband and brought back gold.
The countries comprising these Golden Triangle /Crescent are India’s neighbours. The Indian underworld transported drugs through India. These drug shipments originated, were acquired, grown and traded from the Golden Crescent and the Golden Triangle.
The tobacco parallel
The complicity of governments is very similar to tobacco monopolies across the world. Or the modern expansion in prostitution – especially in the West.
Six companies and sundry State monopolies drive global cigarette consumption. These six companies derive more than US$100 billion dollars in revenues, globally. For many years they were advertising industries largest customers.These six companies are headquartered at former European imperial powers (UK, France, Spain), USA and Japan. These six companies work at an arm’s length from the State, giving the State a luxury of ‘plausible deniability’.
After creating appetites and markets for narcotics, the State wants to control the same appetite.
During a 1984 appearance at an Oakland, Calif. school, then-First Lady Nancy Reagan was asked by 10-year-old Angel Wiltz what to do if someone offered her drugs. “Just say no,” replied Reagan. Within a year, 5,000 “Just Say No” clubs had formed around the country, with Soleli Moon Frye, (Punky Brewster) as honorary chairperson. The Los Angeles Police Department’s 1983 Drug Abuse Resistance Education (D.A.R.E.) school lecture program, grew into a national phenomenon that, by 2003, cost $230 million and involved 50,000 police officers. Chinese State Tobacco monopoly
Or how China has replaced Western powers pushing opium in China in the nineteenth century.With a national tobacco monopoly.
Not expected after the opium experience of the Chinese, when Western trading houses, under State protection, using the garb of ‘free trade’, made China into the largest consumer of opium.
The Chinese Govt. has replaced opium with tobacco. In the 19th century, China became the largest grower of opium to stop the drain of wealth from Chinese addiction to opium. The Chinese opium crop of 1906, of more than 35,000 tons, remains the largest ever in recorded history. Compared to that the current crop in Afghanistan has varied between 5000-10000 tons at its peak.
The second secret of the tobacco business is to be dominant in purchasing and cornering tobacco stock. For cornering tobacco stocks, Big Tobacco depends on Central Banks’ support – aka State support. For instance, ITC (and other major global tobacco purchasers) in India has a major presence in Guntur, where Indian tobacco trade is headquartered. ITC’s over-sized chequebook buys it market dominance.
In India, such State policy on drugs and crime was a feat by Mughals and the British. Post-independence Indian State has partly patterned itself on Desert Bloc lines. Will it become a drug dealer?
Will the Indian government ‘learn’ from its counterparts?

The Two Wars Of Robert McNamara
In the beginning
In 1937, this young ‘genius’ (supposedly) scored 800 all correct answers in his GMAT test (reputedly, a first in the history of GMAT) – and joined Harvard Business School. Harvard milked this story to sell its struggling business school. In the next 60 years, (as the urban legend goes) only 3 others scored 800 points – all Indians (confirms IIT, Mumbai website).
During WW2
The young ‘genius’ was Robert S. McNamara (ironically, S. stands for Strange). During WW2, he was a part of the Statistical Control Office. Statistics is what the legendary Edward Deming used to increase production and improve quality during WW2 in the USA. Robert McNamara, Col. Charles B. “Tex” Thornton and 8 others were a team that were in-charge of war transportation and logistics. They made these ‘boring’ jobs glamorous – and used their academic excellence to create an aura around themselves.
At Ford Motors
After WW2, this team joined Ford Motors. The Ford PR team promoted them as the Whiz Kids, the American press lionized them, even as Ford’s business results were ordinary. This Ford connection was to prove relevant to McNamara’s activity later, we will see. The Ford in charge of the company was Henry Ford II, a direct descendant of the racist Henry Ford, who bankrolled Hitler and funded research into Eugenics – whose most famous practitioner turned out be Joseph Mengele.
The Kennedy Presidency
In 1961, Robert McNamara became Secretary of Defense under President John F. Kennedy. Kennedy’s presidency was marred by more scandals than any other. Joseph Kennedy, JFK’s father made his fortune from bootlegging, many Wall Street Scams – and reputed shorted the market, which resulted in the Great Depression. On the other side was the inspired leadership of Ho Chi Minh.
The story picks up speed
In 1954, the Viet Minh defeated the French Army at Dienbienphu. Eisenhower outlined the infamous Domino Theory – based on Anglo Saxon paranoia that the whole world was against them (unfortunately, not true) and an assumption that Asia was retarded and incapable of making a suitable political choice – and that the Anglo Saxons knew better. The French handed over their mess to the Americans and walked away in 1956. And thus started McNamara’s War.
Fools Rush In Where Angels Fear To Tread
Kennedy-McNamara turned this into a war. Lyndon Johnson (on advice of McNamara) increased American involvement against the Vietnamese – without permission from the US Congress, which is essential as per US constitution. Then began the lies, duplicity, covert operations – directly monitored by McNamara. No wonder, McNamara boasted that “each hour of testimony requires 3 to 4 hours of preparation.”
The Vietnamese had the support of the Russians and the Chinese. American troops increased to 500,000 in this unconstitutional (and hence, illegal) war. Cost to the USA – more than 200,000 dead or disabled. Cost to Vietnam – incalculable.
What McNamara Learnt From Vietnam
Americans lost the Vietnam War. Against a determined enemy (like the Viet Cong), the technological edge that America had was not very useful. Worse, American technological edge, was only temporary. The experience of the Vietnam War, preyed on McNamara’s mind. The Vietnam War brought home the reality that India and China could raise an army bigger than the entire population of United States.
McNamara’s unique contribution to the Vietnam War was ‘body count’
he was so impressed by the logic of statistics that he tried to calculate how many deaths it would take to bring North Vietnam to the bargaining table … (later) he wanted to know why his reckoning had been wrong, why the huge casualties that he had helped inflict had failed to break the will of the men in Hanoi …
His ruminations about this began at the Americans’ April meeting in Washington, where he, Cooper and General Vesser agreed that casualties did not seem to weigh heavily with North Vietnam …. “Was there any consideration of the human cost in Hanoi as they made these decisions?” McNamara asked. “Is the loss of life ever a factor?” He noted that while 58,000 Americans had been killed, the most authoritative estimate — in a September 1995 article by General Uoc — put the number of Vietnamese deaths at 3.6 million. “It’s equivalent to 27 million Americans!” McNamara exclaimed.
To explain this to himself, he remembered … There were some people to whom life was not the same as to us, he reasoned as he stood one evening in the hotel lobby. (Ellipsis, bracketed text mine).
He was right. Only he could have killed an equivalent of 27 million Americans – and still talk about the value of life, with a straight face. For American neo-colonial objectives.
Against America’s temporary technology superiority, the population superiority that the Indians and the Chinese had was permanent. India’ subsequent rise in technology (with engineering skills in software, pharma, automobiles, etc.) and the Chinese rise in manufacturing proved some of McNamara’s ‘fears’ true. McNamara’s legendary quantitative skills made him a convert to The Population Crisis propaganda.
The Population ‘Crisis’ Ideology
You win, we lose.
That is what Lester Thurow proposed in his book, The Zero Sum Game. The ‘rise’ of India and China is a threat to America – and the West? In Anglo Saxon terms, the ‘rise’ of India and China is a zero-sum gain.
If India and China prosper, the West will lose, goes the paranoid thinking. Contributory growth as opposed to supplanting growth is an alien concept in Anglo Saxon strategy. Hence, the theory that population is the biggest problem for India and China – was ‘created’ as a development strategy.
How the Developing World was sold this dud
Initially the Carnegie Endowment and the Ford Foundation worked with USAID, (part of the US Government) to sell this theory – specially to the Chinese and the Indians. Since, there was no ‘apparent’ economic or political interest of the Americans, this paranoid construct was given respect as a theory. This lack of ‘apparent’ self interest also helped the ‘Ugly American’ (The Ugly American, by Eugene Burdick William Julius Lederer) to cover his face.
Next, the American economic aid started coming with the ‘population control’ strings attached. It took a while for the dots to start getting connected. At the first whiff of a scandal, USAID, Ford Foundation and Carnegie Endowments handed over this project to the UN, World Bank and IMF. This gave the Population Control programme, the respect it did not deserve.
Paul Ehrlich, Robert McNamara, Club Of Rome – False Doomsdayers
Paul Ehrlich’s The Population Bomb (1960 coincided with the start of Robert McNamara’s World Bank stint. Together, the “smartest man” (Lyndon Johnson’s description of Robert McNamara) and Paul Ehrlich did a hatchet job on this. Economists Herman Kahn and Max Singer (of the Hudson Institute) did come out with a alternative model which disproved this theory. Yet in the midst of the din, the furore and the determined PR push by various UN bodies, the World Bank and the IMF, poor Third World countries never examined this theory critically.
The Western world synchronised and the infamous Club of Rome’s The Limits to Growth predictions were released …”the world would run out of gold by 1981, mercury by 1985, tin by 1987, zinc by 1990, petroleum by 1992, and copper, lead, and natural gas by 1993. The end was nigh” intoned the The Club Of Rome (from Reasononline …). This psuedo-academic report was jointly authored by heavyweights – Donella H. Meadows, Dennis L. Meadows, Jørgen Randers, and William W. Behrens III.
The venue for the release of this report was carefully chosen – Smithsonian Institute, to give it an air of solidity and authority. This report itself was released with much fanfare, publicity and PR. Yale economist Henry C. Wallich noted, “the quantitative content of the model comes for the authors’ imagination, although they never reveal the equations that they used.”
Economist Julian Simon rubbished this theory and made the famous Simon-Ehrlich US$100 bet – against the population doomsdayers. Julian Simon won the bet. Of course, he may bet either because he believed in the continued dominance of the western mode of exploitation or the inability of the rest of the world to stop this exploitation.
The bottom line was that these economists (the Ehrlich’s, The Club Of Rome, The McNamara’s, etc.) wanted the poor of this world to feel guilty about sex, about electricity, about having cattle, drinking milk and eating food.
Western critics (like critics Hermann Kahn and Max Singer) of the population theory were saying “Why bother? Our technology and military, economic might ensure that they (the poor) never lay their hands on the goodies!”
Population Crisis and The Population Problem
Nothing but re-packaged Eugenics programs of Pre-WW2. Hitler made these programs notorious. Hence, family planning and population crisis and population problem became other names for the same programs that killed more than 10 million Jews, Roma Gypsies and others. The repackaging and reselling was supervised by World Bank – under Robert McNamara.
McNamara’s two wars – on Vietnam and population control (of India and China) have both been a disaster. Strange, that a ‘genius’, supported and backed by the world’s only ‘superpower’ and the largest economy, could not achieve much against backward and developing nations like Vietnam, India and China.

The Great Unease
Global consumer optimism surveys routinely show anxiety, unease, dread in Europe and USA. This sense of unease should be absent considering the prosperity levels, the best health-care systems, a welfare state, guaranteed unemployment benefits, their technology, their currency and their democracy.
The Indians and Chinese routinely are more optimistic – which should not happen considering the low income levels. Fancy theory apart, to my mind, it is the ‘sword fatigue’ in response to constant exposure by Western Governments (to which they are exposed) which causes this low optimism.
Medieval – Renaissance Europe
16th century Europe – specifically, Spain and Portugal. The last of the Moors had been driven out of Spain. The Christian standard was flying high. The Papal Bull divided the Earth (for the Europeans) between Spain and Portugal. White Christian rulers of Spain, Isabella and Ferdinand, set historic standards in persecution and extortion. More than a million Jews were killed, crucified, burnt alive; their properties confiscated and distributed. Columbus returned to enslave the American Natives – and subsequently, work them to death.
New chapters in bloodshed were being written by conquistadors like Vasco Nunez De Balboa, Francisco Pizarro, Juan Ponce de Leon, Hernando de Soto, Hernando Cortez, et al. Not to forget the search for El Dorado led by, “above all, that prince of monsters Lope de Aquirre, colour the pages with the darkest hues of bloody emprise.” In South American memory, Francisco de Carvajal, the “demon of the Andes” remains alive. These real-life monsters set new standards in brutality, slavery and genocide.
Europe in the sixteenth century was “obsessed with questions of language, and especially so in Spain and its recently conquered American Empire“ (emphasis mine). This was driven by
what Marshal McLuhan called “the hypertrophy of the unconscious,” a phenomenon he associated with periods of revolution in media technology: the advent of print in the 16th century created a great need for sensational materials to be broadcast, and this need caused ideas that formerly had been only lurking in the dark recesses of men’s minds to come floating to the surface.
One of the great bestsellers of the 16th century was the Histoires prodigieuses of Pierre Boaistuau (Paris, 1560), a sort of Renaissance Ripley’s Believe-it-or-not containing marvelous tales on everything … Seventeen of the Histoires forty tales are about monsters, a fact that may explain why the book was republished anywhere from ten to twenty two times and translated into Dutch, Spanish and English. Spanish literature of the Renaissance
From this hotbed of ferment, a representative of this period was Calderon de la Barca (1600-1681), the Spanish writer. Growing up in a Spain, a 100 years after the Conquistadors, benefiting from the twin advantages of fresh memory and hindsight – “a century of Janus, facing backward, towards the rise of the Spanish Empire … and forward, toward its decline.” His more than a 100 plays and writings represent significantly, 17th century Spain – and even Europe.
There is probably no word that is more characteristic of Calderon de la Barca’s art than monstruo, “monster.” Rare is the play in which the word does not appear several times … (from Celestina’s brood By Roberto González Echevarría).
Calderon’s play about Semiramis, the Assyrian Empire builder, showed her in a monster mode – her hybrid character the most masculine modes and the most feminine, a monster of destruction and creation”. And Calderon was not alone. The fertile growth of monsters gave birth to a new study – teratology, the study of monsters.
“Monster lore truly becomes “popular culture” only with the Renaissance … Fresh works on the subject of teratology are written by Italians, Germans, and Frenchmen. The foreruuner of the modern newspaper, the broadside were bought at street corners and at fairs by the barely literate masses. The great reformers Luther and Melanchthon used the broadside medium to popularize their propagandistic and anti-Catholic versions of two of the most famous monsters of the Renaissance, the Monk-calf of Freiburg and the Pope-ass of Rome. Some of Calderon’s plays dealt with the proselytization of the Native Americans – like his play, La Aurora En Copacabana (Dawn in the Copacabana), described as a play about “the conquest and conversion of the Indians in Peru”
The success of the conquest, therefore, is attributed to (Christian) faith which is valued as mans greatest gift to the world … Thus (Christian) conquest becomes a form of colonisation with the purpose of imposing religion and culture on a land “que habitan inhumanos” (512) and is in need of redemption and education. Finally, the play tries to harmonise irreconcilable contradictions which lie at the bottom of colonial discourse. (texts in parentheses mine).
With this idea, must be seen something important. That is the important element of “the escape of the monster.” In the … Monster Theory, Joel Cohen has remarked that the monster always escapes. Now combine the three elements – the newly acquired colonies of America, the proselytization (or otheriwse, the genocide) and the escape of the monster. These were the ‘monsters’ of colonialism.
A very interesting play by Calderon was La vida es sueño (Life is a dream). It tells the story of Segismundo, the Prince Of Poland, who was destined to be a monster. To forestall the prophecy, Segismundo was imprisoned by his father from the time of his birth. In adulthood, released from prison to test the prediction, Segismundo fulfills the prophecy. As a analyst of Calderon’s work summarizes,
Affirming a “better reality,” Segismundo’s message speaks as well to all of Europe: the “new European man” is the real monster. (from The subject in question By C. Christopher Soufas).
200 years after Calderon, HG Wells, in the The Island of Doctor Moreau, foretold Joseph Menegle’s experiments rather well.
Onshore genocide – The Roma Gypsies
Apart from the Jewish persecution, less known is the the persecution of the Roma Gypsy, which continues till date. In Europe, kidnapping children was considered legal for most of 1500AD-1750AD. On one condition – you had to kidnap Roma Gypsy children! More than 25,000 children kidnapped. No problem. Everybody sleeps peacefully at night. Switzerland was doing this till 1973!
Roughly, between 1500 to 1750, it was legal in Europe to hunt human beings. Yes! Just like hunting for deer in India, or hunting buffalo in Africa or fox-hunting in Britain. Yes! You could hunt human beings. As long as the humans you hunted were Roma Gypsies. In Europe you could be hung to death if you committed the crime of being born – between 1500AD-1750AD! Born as a Roma Gypsy!
Europeans, in the their age of Enlightenment and Renaissance, (1500-1750) could just pick up human slaves – yes, own them like cattle and furniture, if you found one! As long as they were Roma Gypsies. Later you could also sell them for profit!
Ship owners and captains in Europe’s Golden age, (1500-1750) could arrange galley slaves for free. No wages, no salary. You just had to feed them. Use them, abuse them, flog them, kill them, drown them. You could do anything – as long as they were Roma Gypsies.
What set off the Roma Gypsy Genocide
In 1420, a 60 year old man, blind in one eye took charge – and took on the might of the Roman Church and Roman Emperors.
Jan Zizka.
Over the next 12 months, he became completely blind. In the next 15 years, Zizka (and other Czech generals) defeated, many times, the combined armies of Germany, The Roman Church and others. His military strategy was studied for the next 500 years. Thereafter, the myth of military might of the Church was broken forever.
Jan Zizka allied himself with the Taborites (the radical Hussite wing). Zizka made Tábor in Bohemia into an armored and mobile fortress – the Wagenburgs.
Interestingly, a 100 years after the Hussite Wars, the European persecution of the Roma Gypsies began in full earnest. And during WW2, the Vatican joined with the Nazi collaborators, the Ustashe, to extort gold and the genocide against the Roma Gyspises.
Military success
Zizka ranks with the great military innovators of all time. Zizka’s army was made up of untrained peasants and burghers (townspeople). He did not have the time or resources to train these fighters in armament and tactics of the time. Instead they used weapons like iron-tipped pikes and flails, armored farm wagons, mounted with small, howitzer type cannons.

His armored wagons, led by the Taborites, in offensive movements, broke through the enemy lines, firing as they rolled, cutting superior forces into pieces. For defense, the wagons were arranged into a tight, impregnable barrier surrounding the foot soldiers – the Wagenburg (the wagon fort), as they came to be known. The wagons also served to transport his men. Zizka thus fully initiated modern tank warfare. Zizka’s experience under various commanders was useful. At the Battle of Tannenberg (1410), Zizka fought on the Polish side , in which the famed German Teutonic Knights were defeated.

Who were the major users of the wagons in Europe then (and now?) Answer – The Roma Gypsies.
Who were the people who could pose spiritual and ecclesiastical questions to the Vatican? Answer – The Gypsies, with their Indian heritage, were not not new to spiritual dialectics (contests, discourse and debates). For instance, Mani, and his adherents, an Indic teacher of Buddhist thought, known to Christians as Manichean thought, were the nightmare for Christianity till the 15th century. When Mani called for overthrow of slavery, the Vatican at the Council of Gangra, re-affirmed its faith in slavery. European minds were occupied with the questions raised by the Hussite reformers.
Some think they (the Waldensians) had held them for centuries; some think they had learned them recently from the Taborites. If scholars insist on this latter view, we are forced back on the further question: Where did the Taborites get their advanced opinions? If the Taborites taught the Waldenses, who taught the Taborites?
Who were the people who could help the persecuted Waldensians, the Bogomils, the Cathars to escape persecution and spread out across the Europe? Answer – The Roma Gypsies – in their wagons. The same Gypsies, had earlier pioneered the Troubadour culture in the Provence Region, which provoked the Albigensian Crusade by the Vatican.

And who was the King of the Taborites? Answer – An entire clan of leaders who called themselves as Prokop (The Shaven /Bald; The Little and The Great) were the military leaders of the Taborites.
The word and name Prokop have no meaning in any European language – except in Sanskrit, where it means vengeance, retribution, violent justice.
Mythology as History
Jan Hus initiated the Reformation in the Vatican Church. It was Jan Zizka who broke the back of Papal authority. On the back of these Czech successes, was laid the foundation of 95 Theses by Martin Luther in 1517. The British break (1533-34) with the Holy Roman Church happened due to favors by the Papal office to the Iberian Empires – in matters of trade and colonial expansion, and the impediments to divorce of Henry-VIII at the behest of the Spanish rulers.
Today, the Germans and the British are loath to be reminded about the Czech Church Reform initiatives and the defeats at the hands of the Poles and Czechs. Western historiography about the Enlightenment and Renaissance, in Britain, France and Germany, leading to the reformation is ‘mythology as history’.
Of course, the role of the Greek Orthodox Church, the Byzantine Empire in the entire Czech saga is also worth re-examining. Were the Hussite Wars, a proxy war waged by the Eastern Church against the Vatican?
Dracula, Frankenstein, Dr Jekyll and Mr.Hyde
In the 19th century came the monster story was dubbed as Gothic – and this form of story-telling matured as a craft.
A significant array of Gothic writers emerged from Ireland (from Charles Maturin, Sheridan Le Fanu, Bram Stoker, and Oscar Wilde to the contemporary writer Patrick McGrath), in a colonial situation where a Protestant minority was the colonial occupier. Mary Wollstonecraft Shelley (1797–1851), wife of Percy Bysshe Shelley started writing Frankenstein or The Modern Prometheus, at the age of 18, and completed it one year later. First published in London, anonymously, in 1818 by small London publishing house of Harding, Mavor & Jones – after previous rejections by bigger publishers like Charles Ollier (Percy Bysshe Shelley’s publisher), and John Murray (by Byron’s publisher). The writer’s name started appearing from the second edition of 1823 onwards. The interesting aspect, lost in popular usge, is that the monster is not named – and Frankenstein was the scientist, who brought the monster to life.
In 1886, Robert Louis Stevenson’s book, The Strange Case of Dr.Jekyll and Mr.Hyde was first published. This explored how ‘normal’ (Dr.Jekyll) human beings could become ‘evil’ (Mr.Hyde).
And in 1887, Bram Stoker, an Irish writer published his Dracula. The character of Dracula is based on Emperor Sigismund and his Order of the Dragon, who waged war against the Hussites – led by Jan Zizka. Infamous for his betrayal of Jan Hus, he sparked of the Hussite Wars, in which the Taborites (the Roma Gypsies) used wagons and gun powder for the first time in Europe. He founded a secret sect, the “Dracul” called the Order of the Dragon.
Of course, these three are the most famous – but not the only ones. Sheridan Le Fanu’s 1871 “Carmilla“, about a lesbian vampire was another monster book of its time. An associate of Mary Shelley, John Polidori created the character of the “The Vampyre” in 1819 – on which possibly Dracula was based.
Most significantly, in 1896, was HG Well’s The Island of Doctor Moreau, which presaged Joseph Mengele – when Joseph Mengele had not even started on his higher education. A good 50 years before Joseph Mengele’s experiments were discovered by a shocked world.
The wellspring of these works is H.G. Wells’ The Island of Dr. Moreau. In this 1896 novel, a vivisectionist attempts to transform animals into men until the misshapen creatures revert and kill him, the forces of nature overcoming man’s civilizing artifices. From The Boys From Brazil (Auschwitz doctor Josef Mengele, alive and well and cloning Hitlers at a secret lab in the Brazilian Amazon) to Jurassic Park (Richard Attenborough alive and well and cloning velociraptors), Wells’ basic formula has become familiar: an island; a Frankensteinian experiment; a Faustian scientist; something gone terribly, terribly wrong. From the 1700-1800, while Spain was in decline, for about a 100 years, Western literary field did not see too much action on the monster front. The main action was in Haiti, where zombies, the ex-murderers, the living dead became a part of the voodoo cult.
The late Victorian era was one of the most expansive phases of the empire. Britain annexed some thirty-nine separate areas around the world between 1870-1900, in competition with newly aggressive America in the Pacific or the European powers in the so-called ‘Scramble for Africa’ after the continent was divided up at the Berlin conference of 1885. The last of the true great monster in popular culture came from the East. Soon after WW2, as tales of Japanese atrocities started coming out and as American atrocities in Vietnam started, Godzilla came out of Japan. But a different pressure head was building up, which gave rise to a new genre – detective fiction.
Euro-Pessimism
Between 1800-1950, Western powers killed (directly or otherwise) more than 50 million people in America (the Native Americans), Africa (the Native Africans and Afro-Americans), Asia (Indians, Chinese, Arabs). This led to a situation that every other person in the West had participated in murder or massacre. Western ambiguity towards Soviet Russia on one side, Hitler on the other – and to that add, Gandhiji’s resolute opposition to colonialism – and you have a inflammable situation.
The deluge of blood and murder caused moral anxiety and was a matter of ethical dilemma amongst common folks. The pressure valve for this was popular fiction. Identifying murderers became a form of proxy, vicarious entertainment for ordinary folks. Enter the super detectives, who pick out the murderer from a room full of ordinary people. Enter detectives like Auguste Dupin, of ‘The Purloined Letter‘ fame, who “investigates an apparently motiveless and unsolvable double murder in the Rue Morgue.”
Murder in Popular Image
A trend started by Edgar Allan Poe, whose first detective novel, Murders In Rue Morgue (1841) soon became an avalanche. Writers like Agatha Christie (Hercule Poirot, Miss Marple solving murders happening by the second), Georges Simenon (and his Inspector Maigret investigating brutal crimes), Ngaio Marsh (Roderick Alleyn), GK Chesterton (Father Brown), Raymond Chandler (Sam Spade and Phillip Marlowe) dealt with murder. Alfred Hitchcock made horror thrillers in similar themes.
Agatha Christie’s book filmed as Ten Little Indians, based on the book, initially released (the book) in Britain as Ten Little Niggers (later renamed as Then There None) gives the game away. Agatha Christie probably pre-saged the White desire to ensure that there should be none of the Native Americans left to tell the tale. The overt racism in Herge’s ‘Tintin in Congo’ made the world sit-up and note the pervasiveness of racism in detective fiction.
Jerome Delamater, Ruth Prigozy, in an essay compilation, ‘Theory and Practice of Classic Detective Fiction’, observe that Jane Marple, along with Hercule “Poirot becomes an equal opportunity detective who really believes that anyone might commit murder”. Dismissing the jaundiced view of human nature,” the writers of this book, while commenting about the detective fiction genre, do not mention slavery at all – and mention colonialism and racism once each.
The Mystery of the Dying Detective
After de-colonisation, as mass murder went underground, the detective-murder mystery books genre faded. This category was replaced by a new theme – the axis of corporation-government international conspiracies.
Conspiracy Theory – Full Steam Ahead
The new category of popular fiction are represented by Ian Fleming, Arthur Hailey, Frederick Forsyth, Irving Wallace, Robert Ludlum, Graham Greene, John Le Carre, et al. More and more contrived, each conspiracy theory writer has been ‘inspired’ by real life incidents.
While Ludlum’s international-conspiracy-plot-CIA-FBI-KGB series have worn thin, the spookiness of Le Carre’s Absolute Friends and Constant Gardner still work as novels representing the West.
Western Twins – Anxiety and Paranoia
To develop this understanding further, there are two classes of films that I wish to draw attention to.
Malignant Nature
Jaws (the shark that eats humans), Jurassic Park (mad scientists, conspiring technicians let loose man eating dinos) Gremlins and Poltergiest (things that go bump in the night). This paranoid fear of nature (and natural laws) seems to be a result of the subterranean knowledge of the way in which ecological damage and pollution is happening. These films produced /directed by Steven Spielberg (who is incomparable because as Time Magazine says, “No one else has put together a more popular body of work”)
Vindictive Humans
The other is the thinly disguised hate and prejudice films against the poor and the victimised. ‘Aliens’ needs just one small change for the films idea to become clear. Instead of LV-426, Nostromo the space ship, receives a distress call from some country in South America or Africa (or India, if you prefer). The meaning is clear when you see the movie while conscious of the fact that alien is is the word the US Government uses for people from other countries.
What Does This Mean
A US commentator Robert Putnam says that
“… We don’t trust each other as much as we used to. Trust in other people has fallen from 58 percent in 1960 to 35 percent in the mid-1990s. Our less trusting atmosphere has led us to recoil from civic life and social ties. We belong to fewer voluntary organizations, vote less often, volunteer less, and give a smaller share of our gross national product to charity (Putnam, 1995a, 1995b; Knack, 1992; 1986; Uslaner, 1993, 96-97). People who trust others are more likely to participate in almost all of these activities, so the decline in trust is strongly linked to the fall in civic engagement (Putnam, 1995a; Brehm and Rahn, 1997; Uslaner, 1997) …”
Elephants in the room
Most critics and commentators write about the phenomenon of detective fiction devoid of context – and the detective fiction as entertainment only.
One writer, Franco Moretti did half the job in book Signs Taken for Wonders: On the Sociology of Literary Forms By Franco Moretti. He writes,
“The perfect crime – the nightmare of detective fiction – is the feature-less, deindividualized crime that anyone could have committed because at this point everyone is the same.” He further writes,“Yet, if we turn to Agatha Christie, the situation is reversed.Her hundred-odd books have only one message: the criminal can be anyone …”
In his entire book he does not use the words like slavery, racism, genocide, bigotry even once. The 19th century, which was based on Western bigotry, White racism, Black slavery, and assorted genocides is unrecognised in Moretti’s books.
Running or hiding? Or it a case of feeling squeamish? Perhaps, a case of queasy stomach, Franco?
Another book, The Detective as Historian: History and Art in Historical Crime Fiction, by Ray Broadus Browne, Lawrence A. Kreiser does a better job. This book examines, the detective fiction genre, with some references to slavery and child prostitution.
How was this explained away
As the monsters increased, both in real life and literature, rationalizations were required. A person no less than Immanuel Kant, was pressed into service to deconstruct the ‘monster’, re-invent it and give it a positive spin.
The monster taken up by Kant in an aesthetic sense to refer to those things that exceed representation considers that the monstrous describes an entity whose life force is greater than the matter in which in which it is contained. Thus rather than something that malfunctions during the course of its production, monstrosity is associated during romanticism with “over-exuberant living matter” that extends itself beyond its natural borders in order to affect a much wider sphere. In the twentieth century, Kant’s hypothesis finds an echo when Lord Randolph William Churchill, the ‘Bulldog’ declared
“I do not agree that the dog in a manger has the final right to the manger even though he may have lain there for a very long time. I do not admit that right. I do not admit for instance, that a great wrong has been done to the Red Indians of America or the black people of Australia. I do not admit that a wrong has been done to these people by the fact that a stronger race, a higher-grade race has come in and taken their place. Population Problem – Western Paranoia & Eastern Gullibility!

Sleepless nights & billions required
Bill Gates cant sleep at night. He is a worried man. He is spending billions (ok … ok … not billions for now … just hundreds of millions) to solve this problem. Ted Turner is equally worried. Ted Turner ‘thinks’ that people will eat people – instead of food, which will become scarce. He has already given away billions – and waiting in line to give away more. David Packard (of Hewlett Packard) was an equally worried man. His foundation has given hundreds of millions each year.
What’s worrying them? Linux? Naah Why worry? Is anyone else making money?. Mobile phones OS. That is Nokia’s problem. Google? They are a long way off. Let them get closer.
So, what is it? It is the thought of all the Asians, Browns and the Blacks in the world having sex. And the children they will have. The Packard family, Bill Gates, Ted Turner are not alone in having the population crisis and the people bomb on their mind.
Kill The Problem At The Root
Before the chemical process for synthesis of chloroquine phosphate (for malaria treatment) was invented, the most popular synthetic compound was quinacrine. Quinacrine fell out of favour as patients did not tolerate quinacrine well and after a course of quinacrine, acquired a yellow complexion. Choloroquine phosphate became the anti-malarial drug of choice.
What happened to quinacrine. The world forgot about it. Except a small Swiss company, Sipharm Sesseln AG. This company was making quinacrine for two Americans – Stephen D.Mumford, and Elton Kessel.
What were these two doing with quinacrine.
They want to change the world with quinacrine – by sterilising women in the Third World.
“This explosion in human numbers, which after 2050 will come entirely from immigrants and the offspring of immigrants, will dominate our lives. There will be chaos and anarchy,” said Stephen Mumford.
They had read Paul Ehrlich’s The Population Bomb. They were worried. Just imagine living with Blacks, Indians, Vietnamese, Banglas, etc!
Urgh! And urgh again! Yech … yech …
How much money did Mumford and Kessel make? Nothing at all! They were true believers – in their own race. They just wanted to use this cheap drug technology to stop reproduction of other races.
They were funded by rich anti-immigration individuals in the US – and they used a untested and unapproved method of sterilisation. When poor women came for health examination (especially pelvic), these two and their associates, injected quinacrine, which causes an internal bodily reaction which impairs subsequent reproduction. This method may also cause cancer, heavy menstrual bleeding, pain and fever. Very soon they notched up impressive numbers – more than 1,00,000 such sterilisations in Vietnam, another 1,00,000 in India, and another 1,00,000-2,00,000 in the rest of the world.
This story won awards. The writer’s name – Alix M. Freedman. When this story broke out on WSJ, there was heat. To certify the safety of this procedure, anti-immigration groups put up a an Indian doctor.
What did the manufacturer have to say about the risk of the product? Sipharm Sesseln AG President Fritz Schneiter told her (Alix M. Freedman) “But it isn’t our role to check if this is safe or not. We aren’t the conscience of the world.”

In the beginning
In 1937, this young ‘genius’ (supposedly) scored 800 all correct answers in his GMAT test (reputedly, a first in the history of GMAT) – and joined Harvard Business School. Harvard milked this story to sell its struggling business school. In the next 60 years, (as the urban legend goes) only 3 others scored 800 points – all Indians (confirms IIT, Mumbai website).
During WW2
The young ‘genius’ was Robert S. McNamara (ironically, S. stands for Strange). During WW2, he was a part of the Statistical Control Office. Statistics is what the legendary Edward Deming used to increase production and improve quality during WW2 in the USA. Robert McNamara, Col. Charles B. “Tex” Thornton and 8 others were a team that were in-charge of war transportation and logistics. They made these ‘boring’ jobs glamorous – and used their academic excellence to create an aura around themselves.
At Ford Motors
After WW2, this team joined Ford Motors. The Ford PR team promoted them as the Whiz Kids, the American press lionized them, even as Ford’s business results were ordinary. This Ford connection was to prove relevant to McNamara’s activity later, we will see. The Ford in charge of the company was Henry Ford II, a direct descendant of the racist Henry Ford, who bankrolled Hitler and funded research into Eugenics – whose most famous practitioner turned out be Joseph Mengele.
The Kennedy Presidency
In 1961, Robert McNamara became Secretary of Defense under President John F. Kennedy. Kennedy’s presidency was marred by more scandals than any other. Joseph Kennedy, JFK’s father made his fortune from bootlegging, many Wall Street Scams – and reputed shorted the market, which resulted in the Great Depression. On the other side was the inspired leadership of Ho Chi Minh.
The story picks up speed
In 1954, the Viet Minh defeated the French Army at Dienbienphu. Eisenhower outlined the infamous Domino Theory – based on Anglo Saxon paranoia that the whole world was against them (unfortunately, not true) and an assumption that Asia was retarded and incapable of making a suitable political choice – and that the Anglo Saxons knew better. The French handed over their mess to the Americans and walked away in 1956. And thus started McNamara’s War.
Fools Rush In Where Angels Fear To Tread
Kennedy-McNamara turned this into a war. Lyndon Johnson (on advice of McNamara) increased American involvement against the Vietnamese – without permission from the US Congress, which is essential as per US constitution. Then began the lies, duplicity, covert operations – directly monitored by McNamara. No wonder, McNamara boasted that “each hour of testimony requires 3 to 4 hours of preparation.”
The Vietnamese had the support of the Russians and the Chinese. American troops increased to 500,000 in this unconstitutional (and hence, illegal) war. Cost to the USA – more than 200,000 dead or disabled. Cost to Vietnam – incalculable.
What McNamara Learnt From Vietnam
Americans lost the Vietnam War. Against a determined enemy (like the Viet Cong), the technological edge that America had was not very useful. Worse, American technological edge, was only temporary. The experience of the Vietnam War, preyed on McNamara’s mind. The Vietnam War brought home the reality that India and China could raise an army bigger than the entire population of United States.
McNamara’s unique contribution to the Vietnam War was ‘body count’
he was so impressed by the logic of statistics that he tried to calculate how many deaths it would take to bring North Vietnam to the bargaining table … (later) he wanted to know why his reckoning had been wrong, why the huge casualties that he had helped inflict had failed to break the will of the men in Hanoi …
His ruminations about this began at the Americans’ April meeting in Washington, where he, Cooper and General Vesser agreed that casualties did not seem to weigh heavily with North Vietnam …. “Was there any consideration of the human cost in Hanoi as they made these decisions?” McNamara asked. “Is the loss of life ever a factor?” He noted that while 58,000 Americans had been killed, the most authoritative estimate — in a September 1995 article by General Uoc — put the number of Vietnamese deaths at 3.6 million. “It’s equivalent to 27 million Americans!” McNamara exclaimed.
To explain this to himself, he remembered … There were some people to whom life was not the same as to us, he reasoned as he stood one evening in the hotel lobby. (Ellipsis, bracketed text mine).
He was right. Only he could have killed an equivalent of 27 million Americans – and still talk about the value of life, with a straight face. For American neo-colonial objectives.
Against America’s temporary technology superiority, the population superiority that the Indians and the Chinese had was permanent. India’s subsequent rise in technology (with engineering skills in software, pharma, automobiles, etc.) and the Chinese rise in manufacturing proved some of McNamara’s ‘fears’ true. McNamara’s legendary quantitative skills made him a convert to The Population Crisis propaganda.
The Population ‘Crisis’ Ideology
You win, we lose.
That is what Lester Thurow proposed in his book, The Zero Sum Game. The ‘rise’ of India and China is a threat to America – and the West? In Anglo Saxon terms, the ‘rise’ of India and China is a zero-sum gain.
If India and China prosper, the West will lose, goes the paranoid thinking. Contributory growth as opposed to supplanting growth is an alien concept in Anglo Saxon strategy. Hence, the theory that population is the biggest problem for India and China – was ‘created’ as a development strategy.
How the Developing World was sold this dud
Initially the Carnegie Endowment and the Ford Foundation worked with USAID, (part of the US Government) to sell this theory – specially to the Chinese and the Indians. Since, there was no ‘apparent’ economic or political interest of the Americans, this paranoid construct was given respect as a theory. This lack of ‘apparent’ self interest also helped the ‘Ugly American’ (The Ugly American, by Eugene Burdick William Julius Lederer) to cover his face.
Next, the American economic aid started coming with the ‘population control’ strings attached. It took a while for the dots to start getting connected. At the first whiff of a scandal, USAID, Ford Foundation and Carnegie Endowments handed over this project to the UN, World Bank and IMF. This gave the Population Control programme, the respect it did not deserve.
Paul Ehrlich, Robert McNamara, Club Of Rome – False Doomsdayers

Paul Ehrlich’s The Population Bomb (1960 coincided with the start of Robert McNamara’s World Bank stint. Together, the “smartest man” (Lyndon Johnson’s description of Robert McNamara) and Paul Ehrlich did a hatchet job on this. Economists Herman Kahn and Max Singer (of the Hudson Institute) did come out with a alternative model which disproved this theory. Yet in the midst of the din, the furore and the determined PR push by various UN bodies, the World Bank and the IMF, poor Third World countries never examined this theory critically.
The Western world synchronised and the infamous Club of Rome’s The Limits to Growth predictions were released …
“the world would run out of gold by 1981, mercury by 1985, tin by 1987, zinc by 1990, petroleum by 1992, and copper, lead, and natural gas by 1993. The end was nigh” intoned the The Club Of Rome (from Reasononline …).
This psuedo-academic report was jointly authored by heavyweights – Donella H. Meadows, Dennis L. Meadows, Jørgen Randers, and William W. Behrens III.
The venue for the release of this report was carefully chosen – Smithsonian Institute, to give it an air of solidity and authority. This report itself was released with much fanfare, publicity and PR. Yale economist Henry C. Wallich noted,
“the quantitative content of the model comes for the authors’ imagination, although they never reveal the equations that they used.”
Economist Julian Simon rubbished this theory and made the famous Simon-Ehrlich US$100 bet – against the population doomsdayers. Julian Simon won the bet. Of course, he may bet either because he believed in the continued dominance of the western mode of exploitation or the inability of the rest of the world to stop this exploitation.
The bottom line was that these economists (the Ehrlich’s, The Club Of Rome, The McNamara’s, etc.) wanted the poor of this world to feel guilty about sex, about electricity, about having cattle, drinking milk and eating food.
Western critics (like critics Hermann Kahn and Max Singer) of the population theory were saying “Why bother? Our technology and military, economic might ensure that they (the poor) never lay their hands on the goodies!”
Popuation Crisis and The Population Problem
Nothing but re-packaged Eugenics programs of Pre-WW2. Hitler made these programs notorious. Hence, family planning and population crisis and population problem became other names for the same programs that killed more than 10 million Jews, Roma Gypsies and others. The repackaging and reselling was supervised by World Bank – under Robert McNamara.
McNamara’s two wars – on Vietnam and population control (of India and China) have both been a disaster. Strange, that a ‘genius’, supported and backed by the world’s only ‘superpower’ and the largest economy, could not achieve much against backward and developing nations like Vietnam, India and China.
What Is The Impact

The Chinese Communist dictatorship rammed this policy down the poor Chinese throat – and still does. Vietnam has made its citizens into guinea pigs. India was ideologically committed to this and practically did little. Call this ambivalence – except for a brief while during the 1975-1977 Emergency. During the Emergency phase, Sanjay Gandhi in India very much did, what had happened in the US and Europe earlier under the Eugenics laws. Forcible sterilisations and human rights abuses. The ethical ramifications are real and present.
The greater damage in India (and in the rest of the world) is the disrespect it has created for humanity amongst the administrative class and the advantaged. The population problem is ‘others’ – and western altruistic ethics and racist ideologies sanction solutions for the ‘greater good.’ Indian ethical system and constructs approve of purusharth पुरुशार्थ – धर्म dharm (righteousnss) arth, अर्थ (wealth), काम kaam (desire, including sexual desire) and मोक्ष moksh (deliverance, freedom, liberty at various levels, political, social, from life and death, from death by a thousand cuts) and disapproves violence against the living as they are vaasudevaiya kutumbakam (all living are God’s creation). The other damage is the to the self esteem of country.
Of course, once a population gets on this train, it is difficult to get off. In another 25-40 years, China will face the reality of slowing population growth, an aging population, increased health costs, increased capital spending to increase productivity. In short, the insurmountable problems that Western societies and Japan are wrestling with.
In India three aspects have kept this policy from being implemented. Children are seen as nandlala नंदलाला and balagopal बालगोपाल (instead of naughty children controlled by satan, shaitan) – popular expressions of respect for a new life. Combine this with the democratic backlash against the population policy in India in 1977 elections, and you have a case of lost political will. What has driven the final nail in the coffin is the healthy disrespect (some would even say contempt) for western ideas that non-English speaking Indians (which is more than 90% of India) have for western ideas.
The Economics of Population Control
The population theory does not stand up to any economic logic. Humans beings are the biggest factor in the production process. How can people become a problem? More people mean more production, bigger markets, lower costs, larger tax base, et al. False data, false assumptions, false propaganda (deliberate use of an oxymoron to make a point) have all been used to ‘sell’ this theory. Lower population growth is increasing health costs, aging populations, decreasing competitiveness. The Western societies were able to progress over the last 100 years at the expense of developing world.
The fight between these western proponents and western critics of the population control theory was not about equity or about ecology. The proponents were working hard to ensure that the poor did not demand or ask for resources.
The critics (cynics) were in fact saying that the poor were too weak to challenge the powerful rich countries – and what the west must do to keep them weak.
The Green Arguments & Population Control
By the later 1990’s the Green lobby, global warming, Ozone layer, environment had become an issue. The Kyoto protocol negotiations began. As usual, the Western world (led by the Anglo Saxon Bloc) dumped this problem onto the developing world. Secure a greener earth – at the cost of the poor.
Cattle in India started getting blamed for global warming (Indian cattle fart too much!). UN and FAO got involved in this psuedo scientific study.
While 10% of the earth’s population, in the developed world (largely the western world) does not adequately price or cost the ecological damage they cause, into their production, the post facto price is borne by the rest of the world (90% of the world population). This damage is then inversely blamed on increasing population of the under-developed world!

Amartya Sen, Gandhiji, Food, Population and Greed
In a landmark study in famines, economic policy and food availability, (by) Amartya Sen says,
“There has been a good deal of discussion recently about the prospect of food supply falling significantly behind the world population. There is, however, little empirical support for such a diagnosis of recent trends”. Further, he goes onto say, “… famines can take place without a substantial (decline in) food availability decline is of interest mainly because of the hold that food availability approach has in the usual famine analysis…” (Italics and ellipsis mine).
Gandhiji had something to say – “Earth provides enough to satisfy every man’s need, but not every man’s greed”.
The West in its greed wants to leave nothing for others – and this entire population conspiracy has been invented so that the victim delivers himself on sacrificial altar of western greed.
History of Population Control – Many Fathers
Another thread. Malthusian stories and Social Darwinism.
Population pressures leading to destruction and chaos was still-born concept – propagated by Thomas Robert Malthus from (yes, you guessed it right), an Anglo Saxon economist whose theories have remained just that – malignant theories. One of the landmark studies on this is by Paul Jalsevac in his study, “The Inherent Racism Of Population Control.”
But more insidious was the Eugenics program. This psuedo-scientific program was initiated, yes again, by another Anglo Saxon, Sir Francis Galton (related to Charles Darwin, the British co-originator of the Evolution Theory). The Eugenics programme was designed to create a ‘superior’ race of people – and ‘eliminate’ defective people and births. It gained many high profile adherents – and finally responsible for many medical, psychiatric and political abuses.
Eugenics In The USA
It attracted big ticket backers. John Harvey Kellogg (of Kellogg cornflakes) was an early sponsor and formed a “partnership” with the Race Betterment Foundation. Andrew Carnegie (1835-1919) established the Station for Experimental Evolution at Cold Spring Harbor, Long Island, in 1904 – a centre for Eugenic research. In 1937, before, the start of WW2, when it became apparent that Hitler had hijacked Eugenics and where Eugenics was going, the Carnegie Foundation changed direction – and renamed the Eugenics Record Office to Genetics Record Office. After WW2, in 1952, the USA needed some ‘special weapons’. The Carnegie Foundation stepped in to assist the research. What were these ‘special weapons’ – new birth control methods.
Henry Ford was a supporter of Eugenics – and one of the most notorious Eugenics practitioner was Michael Teitelbaum – who worked with the Ford Foundation till the 1970’s – shaping population policy matters for world consumption. Clarence J Gamble, (of Proctor & Gamble) fame, advocated population control amongst the poor, Puerto Ricans, Negros – as they were a problem. The wives of Edward Henry Harriman, (financier and railway tycoon) and HB Dupont, were some of the others who participated in the Eugenics projects.
Today, the newly renamed Planned Parenthood Federation of America receives funding from the US Government, billionaires like the Hewlett family and the Packard family, Ted Turner of CNN fame, Bill Gates of Microsoft amongst others.
Three generations of imbeciles are enough
These abusive actions were possible due to legal sanction by the US Courts. A celebrated Supreme Court judge, Oliver Wendell Holmes, decided that
“…the public welfare may call upon the best citizens for their lives. It would be strange if it could not call upon those who already sap the strength of the State for these lesser sacrifices …” (Italics and ellipsis mine)
of getting sterilised, lobotomised, committed to mental asylums on flimsy grounds, become guinea pigs for dubious medical research.
This judgement’s admirers were found all the way till Germany. Was Oliver Wendell Holmes very far from Nazi Germany? Not if you consider the Binding-Hoche study (Karl Binding was a lawyer and Alfred Hoche, a doctor). The Binding-Hoche study suggested that the German state had already lost its best people during WW1 – and hence the country was filled with ‘human ballast’. To remedy this situation, they suggested that these ‘inferior elements’ should be eliminated – much like what the American Chief Justice said. During the Nuremberg trials, the Nazis did cite the US practices of sterilisations, lobotomies, euthanasia as a defence.
Yes, instead of acting as parens patriae, which would be the first duty of the court, the US Supreme Court colluded with the executive to deny basic rights to the incapable, in the land of the free. This was much like slavery was approved by the US Supreme Court in the Dredd Scott vs Sandford case. Chief Justice Taney not only ruled that slavery was legal, but barred slaves from approaching the US Supreme Court.
Eugenics In Europe
The most notorious on Eugenics in Europe was Hitler who killed 60 lakh Jews and another 40 lakhs of Gypsies and assorted segments of the population. Montagu Norman, the Chief Of Bank England, who supervised the economic drain from India was another famous follower of Eugenics. Much before these practitioners of Eugenics, were others. Such racist concepts were tried by Germany – in Paraguay. Germany decided to breed a race of superior White Germans, in the colony of Nueva Germania. Heading the Nueva Germania project was Elizabeth Nietzsche – brother of Frederick Nietzsche.
In Britain, Julian Huxley, grandson of Thomas Henry Huxley, first head of UNESCO, brother of Aldous Huxley, joined the population propaganda machine. Julian Huxley called himself a ‘scientist’ and
“advocated a much greater use of … Eugenic Insemination, … deep-frozen sperm banks containing donations by eminent men, Nobel Prize Winners … from which a prospective mother could choose … Huxley hoped that many of the users of such a sperm bank would opt for intelligence and he calculated that if the mean IQ of the population could be raised by as little as 1.5 per cent this would lead to a 50 per cent increase in the number of people with an IQ of 160 or more …” (from the galtoninstitute website).
This kind of psuedo-science was used by UN and the various population control propagandists to further their agenda.
This Doesn’t Happen Now
A law inspired by Eugenics was in force and utilised in the state of Orgeon, till 1980. 33 states in the USA approved eugenics laws during 1900-1925. An estimated 60,000-1,00,000 people were forcibly sterilised using these laws. Switzerland repealed forced sterilisation laws against the Romani Gypsies only in 1972.
New names for old ills continue. The new exercises in this could be the SARS and the Bird Flu. A few humans or birds die (due to respiratory complications) and entire continents are devastated. Is this another form of ‘conditioning’ for future bio-terrorism or bio-warfare? These new kinds of global hysteria use ‘neutral’ bodies – like the UN and World Bank to whip up fear, rumours and over reaction.
You still don’t believe that this happens even now?
The largest donors to the population control organisations in the last 10 years are (hold onto you chair or whatever) Bill Gates (of Microsoft-Windows fame), Ted Turner (of CNN-Time Warner) and David & Lucille Packard Foundation (co-founder of Hewlett Packard). It is re-run of the same story. Population Control is funded by the rich (in the USA) as they feel threatened by the poor of this world, especially if the colour of the poor is different.
Post Script
On February 16, 2008, I read a post in Business Standard, one of India’s leading business newspaper. It carried a preview of a book by Nandan Nilekani, a business leader and director of Infosys. Nandan Nilekani says, his book traces (apart from other subjects) how India has “gone from seeing population as a burden to population as a source of human capital.” That is the good news.
Farcically, in the same breadth, Nandan also overestimates the importance of English. Is he implying that without English, India would have been backward like – China, Japan, Germany, Russia, Italy, Korea. In fact dear Nandan, show me one country that has become significant using some other country’s language – in the last 4000 years of history. Look again Nandan, Take A Secondlook. By 15th August, 2008, Nandan Nilekani, was invited to write for Economic Times. This time around, Nandan did not make too much on the importance of English language. Attaboy, Nandan!
The tide is turning. One month after this post(dated Jan 30th, 2008), China decided to take a secondlook at their population policy (on Feb 27th, 2008, link embedded). And on 4th March, Economic Times, India’s leading daily informed,“China takes second look at one-child rule, 4 Mar, 2008, 0231 hrs IST, AGENCIES.” In case the link does not work, click here China Takes Secondlook At One Child Policy.
An alarmed USA Today, wrote China ‘Considers changing one-child policy’. But the New York Times re-assured its readers that “this change the country’s one-child-per-couple family planning policy would not change for at least another decade.” The International Herald Tribune also repeated this reassuring report. The China Daily, at its website also released a similar report.
